Rosneft and LENMORNIIPROEKT sign contract for expansion of North Bay Port Oil Terminal

OOO Vostok Oil (Rosneft Group Subsidiary) and AO LENMORNIIPROEKT have concluded a survey and design contract for expansion of the North Bay Port Oil Terminal (Stages 2 and 3) to enable shipment of up to 100 million tons of Vostok Oil's commercial crude oil by 2030.

In 2020, Rosneft commenced full-field development of its Taimyr assets. Execution of the Vostok Oil Project will help unlock the unique resource potential of the region. A competitive advantage of the Project lies in its close vicinity to a unique transportation corridor – the Northern Sea Route. Navigating this route opens the potential for supply of raw materials produced at Vostok Oil fields in two directions at once: to European and Asian markets. Execution of the Project secures delivery of the targets set by the President of Russia on increasing the freight traffic of the Northern Sea Route.

The design envisages three work stages. Stage 1 scope includes construction of a jetty for support vessels (harbor vessels) and jetties for offloading construction cargos. Shoreline stabilization and a number of auxiliary structures are also to be built. Stage 2 envisages construction of service jetties and Terminal facilities. During Stage 3 harbor waters facilities, navigation equipment, navigation safety facilities will be installed.

The waterfront length on the North Bay Port Terminal will total 1,275 meters. It is planned to ensure the readiness of facilities for transshipment through the sea terminal up to 30 million tons of oil per year in 2024, up to 50 million tons in 2027 and up to 100 million tons in 2030.

The Vostok Oil Project envisages creating tens of thousands additional jobs.

With the aim to arrange product exports, the Zvezda Shipyard was awarded an order for building a series of 10 Arc7 high ice-class tankers. Overall, it is planned to build 50 various class vessels, including tankers, LNG-carriers, supply vessels, to support full-scale implementation of the Vostok Oil Project. In addition, a long-term contract is signed for supply of the Vostok Oil Project with up to 100 drilling rigs manufactured in Russia.

The Project execution plans include construction of power generation facilities of about 3.5 GW, 3 aerodromes, 2 offshore terminals, 15 accommodation camps, large-scale renovation of the Enisey River infrastructure. Implementation of the Vostok Oil Project will give momentum to the development of related economic sectors such as machine building, metallurgy, power generation, road construction, ship building, and will have a significant multiplicative effect for the national economy.

AO LENMORNIIPROEKT is among three Russian largest companies designing seaports, terminals and transportation systems. It participated in construction, modification or upgrade of actually all ports in Russia, from Sakhalin to Kaliningrad and from Novorossiysk to Spitzbergen. LENMORNIIPROEKT is the General Designer of construction projects within the North Bay Port Terminal. Stage 1 design package already has in place the approval of the Main State Expert Review.
