Pavel Livinskiy Voronezh visit results: construction of Sputnik substation, launch of digital facilities in four regions, and Mayak power transmission tower

During his visit to Voronezh, Pavel Livinskiy, Head of Rosseti Group, inspected the progress of construction of Sputnik, a new 110 kV substation, took part in the ceremony of launch of the new digital facilities of the operational and technological management and complex security, located in the Belgorod, Voronezh, Kostroma, and Tula Regions and together with Alexander Gusev, Governor of the Voronezh Region, opened a stylized power transmission tower – Mayak.

At the construction site of the Sputnik substation, Pavel Livinskiy was provided with a report stating that the facility was to be commissioned at the earliest possible date and in full compliance with the Digital Transformation 2030 concept. Its construction was commenced in July 2019, and at present, all the equipment – which is a 100% product of Russia, – is installed and
the pre-commissioning works are in progress. The substation is to be commissioned in 2020.

During the facility inspection, the presentation of the conceptual model of the power grid based on the subsidiary structures of Rosseti was held. Its implementation assumes the consolidation of regional and municipal power grid assets, the establishment of the long-term tariffs, and the development of additional services.

“This approach allows for the operational and investment costs reduction accompanied by the improvement of power supply reliability, which finds positive feedback from the consumers of all categories, as during the services quality improvement, the tariffs for power transmission and distribution can be held back and the customers can increase their energy efficiency thanks to the new services and, as a consequence, reduce their energy costs,” highlighted the Head of Rosseti.

“During the last year, our cooperation with Rosseti Group was highly efficient. A clear example of this is the concluded agreement on the establishment of the long-term tariffs for transmission and distribution of electric power, thanks to which the amount of investment in the region increased by 150%,” said Alexander Gusev.

The program of the visit included the official ceremony of videoconference commissioning of the municipal control centers in Kostroma and Stary Oskol as well as the Kostroma security management center.

“A very important part of the Digital Transformation 2030 concept, which is being implemented by the Rosseti Group according to the new development strategy, is the transition – powered by modern technologies – to a new management structure characterized by less levels of information transmission and decision-making as well as improvement of the security system of power facilities, achieved by means of such facilities,” said Pavel Livinskiy.

All the centers are equipped with digital data communication channels and modern information systems allowing for the real-time monitoring of the power grid facilities status, analyzing the power quality parameters, and managing the operational personnel.

The safety management center in Kostroma is equipped with a system of intellectual security CCTV preventing from unauthorized access to the territory of 35-110 kV facilities network and ensuring their cybersecurity.

As the conclusion of his visit to Voronezh, Pavel Livinskiy together with Alexander Gusev commissioned the stylized Mayak power transmission tower delicately fit in the architectural ensemble of the city. “This is a gift of the power industry to the people of Voronezh,” said Pavel Livinskiy.

In addition to the artistic design of the tower reminding of the fact that this city is the cradle of the Russian navy, the tower is equipped with kinetic lighting that can change after dark, resembling the best world places of interest.

“Thanks to Rosseti, Voronezh now has a new object d’art that will definitely attract the attention of both the locals and the guests of our region,” said Alexander Gusev.
