Based on the results of inspections performed at production affiliates of IES-Holding “Ural Generation” division to check their readiness for the operation in the conditions of increased winter loads, the Readiness Certificates were given to Tchaikovsky CHPP-18 and Perm heat networks.
The winter readiness inspection of the power facilities included into IES-Holding “Ural Generation” division started on September 22 of 2008. The members of the commissions responsible for the winter period readiness inspection include representatives of the territorial subdivisions of RosTekhNadzor (Russian Federal Service for Ecological, Technical and Atomic Supervision), regional dispatching control, “Ural Generation” division executive management technical subdivision.
Based on the results of Commission’s work, Readiness Certificate #1 dated September 25 of 2008 is given to Tchaikovsky CHPP-18. The Power station was the first one among power facilities of IES-Holding “Ural Generation” division to get the Certificate of readiness for the operation during autumn-winter period of 2008-2009. During the summer repair campaign held for the purpose of preparation for the winter period, the planned overhaul of turbine #4 which is the youngest at the station and started its operation on January 31 of 2007, was performed. Also, the current repair of three turbine generating units and four boilers was performed, as well as repair and replacement of 1370 meters of heat networks. CHPP-18 preparation for winter is completed in full accordance with the schedules. The Station started the heating period in Tchaikovsky town on September 18 (Perm Region).
The Commission also completed the inspection and issued the Readiness Certificate to “Perm heat networks”. In 2008 “Perm heat networks” completed the overhaul of 5 km and reconstruction of 4,2 km of heat networks. During the works, the replacement of the heat main with the length 530 meters and diameter of 1000 mm at Perm CHPP-9 was performed which provided for the heat supply reliability increase for the consumers of Industrialny and Dzerzhinsky districts of Perm city. Also, the next planned stage of the reconstruction of Perm heat main #1 through which heat is supplied to the center of the city from Perm CHPP-6, is completed.
The Readiness Certificate receipt confirms that a power facility has all arrangements to provide for reliable and stable power supply for the consumers in the conditions of increased winter loads. To get a readiness Certificate all production facilities of “Ural Generation” division performed a big scope of work: repair works program was completed, required back-up fuel reserve was created, stuff was prepared, process and utilities buildings of CHPPs were lagged for warmth-keeping. Power stations and heat networks inspections will last till the end of October. After all power facilities confirm their readiness for maximum load conditions operation, the Readiness Certificate will be issued to IES-Holding “Ural Generation” division.
