Heating mains of the city don’t practically have any owner as the consumers’ debt to TGC-9 for the consumed power resources in 2007-2008 has made 169 million rubles.
The major debtor is the managing utility company “EKMO-ZhKH”, Ltd. which owes power engineers 131 million rubles. The other day there was hold a court on a claim of TGC-9 to exact the debt from this organization. The court made a judgment according to which the debtor must pay the most part of the debt for the consumed power resources – 100 million rubles. The work on collection of debts from “EKMO-ZhKH”, Ltd. will be continued within the executory process. Besides there is a number of other claims of TGC-9 on debt collection from “EKMO-ZhKH”, Ltd. being considered in the court.
Pursuant to the contract on managing the municipal housing, “EKMO-ZhKH”, Ltd. was in charge of 60% of Artemovsky City housing. The government of Artemovsky District has cancelled the contract by now, but they have not done anything to sink accounts receivable. More over, the municipal housing that was formally distributed between the other managing companies doesn’t practically have any owner right now. To make things even worse 20.4 % of the housing is not handled by any managing company. New owners have made heat supply contracts with TGC-9 Branch “Sverdlovteplosbyt” for four objects only. By present moment there is not any definite supplier of fuel-energy resources. Consequently there is no responsible person who is in charge of the state of heating mains, preparation of the heat supplying system for the winter. Repeated appeals of TGC-9 into the municipality, public prosecutor's office of the city were ineffective.
Inactivity of the city’s authorities concerning winter preparations creates a true hazard of disruption of the coming cold season for Artemovsky residents.
