At the event, technical managers and specialists of IDGC of Volga, PJSC (a member of Rosseti), together with representatives of scientific organizations and technology developers in the field of modern energy, considered issues related to the construction of digital substations. They also familiarized with the latest developments in technical solutions using digital data exchange technology.

 In the format of a scientific and technical seminar, representatives of the Joint Stock Company “National Engineering Center of the Energy” (NICE, JSC), together with TEKVEL Razrabotka, LLC, elaborated on the technical aspects of creating digital substations, talked about the nuances of organizing data transmission in accordance with the international standard IEC 61850. Particular attention was paid to the transition to digital design of substations using SCL (the System Configuration Language) and electronic design documentation files (SSD, ICD, SCD), as well as the organization and conduct of acceptance tests of a digital substation.

The results of research and development (R&D) work “Development of typical technical solutions for the implementation of a 110 kV digital substation” were also considered at the meeting. The R&D project contributes to the formation of a unified approach to the requirements of the digital substation architecture (including intelligent electronic devices and the infrastructure of the local area network of the power facility). The R&D was performed by a joint member represented by the Joint Stock Company “National Engineering Center of the Energy” (NICE, JSC) as well as FTC, PJSC, Prosoft-Sistemy, LLC, TEKVEL Razrabotka, LLC and Elektro-Inzhiniring, LLC. IDGC of Volga started implementing the project in September 2017.

As part of this work, the analysis of existing standard main schemes of 110 kV substations with their distribution into groups and analysis of digital technologies to create a digital substation were performed, research on the creation of digital substations, taking into account the analysis of various approaches to their construction, conditions and requirements of existing documents and technologies was conducted. Following the R&D results, basic architectures of digital substations were developed with the different scope of use of digital communication under IEC 61850, for each architecture – album of typical technical solutions on typical structural schemes and topology of the local computing network. In addition, an album of typical electronic files of the SSD format based on the profile of the IEC 61850 has been developed.

The SSD file is used to describe equipment with assigned system functionality, which makes it possible to use it at the SS design stage and to determine general technical solutions. A standard design assignment for a digital substation, recommendations for acceptance and commissioning, and maintenance of digital substation systems have also been developed. The introduction of digital technologies and automated control systems in the power grid complex is carried out in accordance with the Policy for Innovative Development, Energy Saving and Improving the Energy Efficiency of Rosseti, PJSC and is one of the most pressing tasks in shaping the intellectual energy.
