Debt for power transmission affects the entire power system of the Saratov region

From spring to autumn, employees of IDGC of Volga, PJSC (a member of Rosseti Group of companies) prepare the huge power grid facilities of the Saratov region to successful failure-free operation during the autumn and winter period and further uninterrupted and high-quality power supply to the region's consumers. However, implementation of cost-intensive overhaul and investment programs this year is affected by rapidly deteriorating payment discipline of a number of companies that do not timely pay for the power transmission via the grids of IDGC of Volga. In this situation, each non-received ruble inflicts a loss not only to the power grid company but also to the entire power system of the region.
SPGES, CJSC is one of the most deliberate non-payers at the time. The total amount of its indebtedness exceeds 215 million rubles. Moreover, instead of repaying the debt, the company continuously increases its amount: just in a month it grew by 139.6 million rubles. Negotiations and written demands sent to SPGES, CJSC have no positive effect.
IDGC of Volga, PJSC is open to dialog and good suggestions from the supplier in respect of the repayment of the existing debt. Obviously, solutions to the problem of the indebtedness to the grid company may be found if desired. The power grid company is always open to dialog. For example, in the first half-year 2015, IDGC of Volga, PJSC and a debtor company had reached an agreement on debt restructuring and repayment in equal installments according to the agreed schedule under the condition of obligatory making current payments.
However, the management of SPGES, CJSC does not strive to remedy the situation though it is almost critical. Considering the increased interest rates on bank loans, the company actually benefits from a non-interest loan provided by IDGC of Volga, PJSC. This "financial burden" affects normal operations of IDGC of Volga as, apart from the overhaul and investment programs, the company has own obligations to other grid organizations and has to pay tax deductions and salaries to its employees on a regular basis. SPGES, CJSC is just ignoring power safety issues of the Saratov region that are directly connected with sufficient financing of preparation of the power grid system to the winter period.
