Since August, a special commission has been inspecting production departments of Chuvashenergo, a branch of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) to assess preparedness for operations during 2015-2016 autumn and winter peak load periods. The objective was to assess whether the company meets necessary criteria to obtain a certificate confirming preparedness for operations during forthcoming autumn and winter season. In particular, the commission checked compliance with the RF legislation related to industrial safety, availability of industrial safety control (including occupational and fire safety issues), necessary staffing levels, availability of backup equipment, stock/replacement parts, material and facilities necessary for emergency accident and recovery operations as prescribed by the relevant standards and regulations, preparedness for emergency accident and recovery operations under low ambient conditions, implementation of the approved plan of actions to prepare for operations during autumn and winter seasons (including scheduled repair of core and backup equipment, buildings and structures), engineering inspection and diagnostics of equipment necessary to ensure safe and reliable operations during autumn and winter seasons, operational preparedness of prospective equipment and controls, communications facilities, automated dispatch control systems, etc. The commission also checked availability of PPE, special clothing, tools and accessories, technical standards, regulations and operational documents, instructions, information on permissible current loading of power transmission lines and equipment, availability of dispatch communication channels and data links to transmit telemetry data to the Dispatch Control Center, availability of transport and communication facilities necessary for efficient operation of emergency response and line crews, etc. Specialists of Chuvashenergo branch elaborated additional measures to further improve operational reliability of the energy system in general. The final inspection of preparedness for operations during the autumn and winter seasons will be held in this September.
