IDGC of Volga, JSC held emergency response training of Rosseti, JSC

On April 21-22, 2015, a power grids complex emergency response training was held on the basis of IDGC of Volga, JSC with the participation of representatives of Rosseti, JSC, the Safe Power Supply Office under the Government of the Saratov region, the Safe Power Supply Office under the Government of the Chuvash Republic, and regional EMERCOM Directorates. The primary goal of the training was to improve the level of training and maintain a high degree of preparedness of the executive personnel of offices of IDGC of Volga, JSC, branches and production departments, mobile teams, operations and maintenance personnel for taking measures aimed at prevention and mitigation of accidents at power grids complex and related emergencies in the service area, and drilling of interaction with the government authorities and regional EMERCOM Directorates. In the course of the training, situations typical for climatic peculiarities of regions were drilled. According to the scenario, in 2 districts of the Saratov region 110 kV overhead transmission lines were disabled as a result of fires that occurred near the power transmission lines outside the exclusion zones. Power facilities of Chuvashenergo, a branch of IDGC of Volga, JSC, according to the scenario of the training, suffered from the storm with gusts up to 30 m/s that hit the republic and led to damage of the overhead transmission lines. Situation in the Chuvash Republic was complicated by numerous tree falls which obstructed access to the work site. The following goals were set for the participants of the training: prompt determination of scale and clarification of damages; determination of number of employees, vehicles and amount of materials required for emergency response operations (ERO); coordination of sending teams and vehicles from branches of IDGC of Volga, JSC; connection of facilities of social importance and residential consumers to reserve sources of power supply; and interaction with authorities and EMERCOM. According to the training scenario, emergency response operations were performed 24 hours a day. Teams worked in shifts. Upon organization of the ERO, issues related to provision with hot meals and leisure areas were also settled. Operations were performed with strict control over compliance with the safety and labor protection standards. Following the results of the training, Aleksandr Faustov, Deputy General Director and Chief Engineer of Rosseti, JSC, gave a positive evaluation of held training and noted that it is necessary to arrange such events to ensure more prompt response in case of an emergency and shorter period of restoration of power supply to consumers.
