On October, 7 Ulyanovsk RDU (Regional Dispatch Management of Power System of the Ulyanovsk region), a branch of SO UES, JSC) handed over thirteen 110 kV overhead power transmission lines of Baryshsky power nod to operational and process control of Grid Control Center (GCC) of Ulyanovsk Distribution Grids, a branch of IGDC of Volga, JSC. The handover took place at 00:00 Moscow time in full compliance with the time schedule – the moment when a dispatcher of Ulyanovsk DG reported to the GCC Chief Dispatcher on transfer acceptance. Takeover of operational functions implies organizing control over process parameters and operating conditions of electric grid facilities, with possibility to change the process parameters and operating conditions upon the relevant command of a GCC dispatcher. High-voltage power transmission lines handed over to process control are located on the territory of Baryshsky production department of Ulyanovsk Distribution Grids, a branch of IGDC of Volga, JSC. A segment of Inza– Ruzaevka power supply section pertaining to Kuibyshev Railways, a branch of Russian Railways, JSC is one of the most critical sites. During power transmission line handover, the power district was operating under normal conditions, without any deviations from routine power supply for consumers. Reallocation of functions and handover of part of power transmission lines to process control of the GCC became possible due to extensive preliminary activities involving personnel training, preparation of documents, software and hardware components and the relevant infrastructure. By establishing the Grid Control Center, it became possible to increase the degree of cooperation between all parties involved in power transmission process, to plan the volumes and timeframes of repair and preventive maintenance operations on electrical installations and power transmission lines in the most efficient way, to optimize technical losses in 110 kV electricity transmission and distribution grids. The GCC software and hardware complex of Ulyanovsk Distribution Grids is based on innovative technologies including a unique complex of dispatching control automation and an information display system featuring an advanced video wall technology (a large 2000õ5600 mm screen allowing on-line display of the electric grid of the region and operational parameters of the relevant power facilities). Accomplished transfer of power transmission lines under process control of the branch is the first stage of goal-oriented reallocation of process control functions between the GCCs of Ulyanovsk Distribution Grids, a branch of IGDC of Volga, JSC and Ulyanovsk RDU, a branch of SO UES, JSC.
