Uralkali to allocate 5 billion rubles for 53-kilometer railroad

JSC “Uralkali” (Uralkali) has received the minutes of the meeting chaired by the Deputy Chairman of the Russian Government and Russian Minister of Finance Aleksey Kudrin, which dealt with funding of the costs related to the Mine 1 accident. The meeting was attended by Russian Minister of Natural Resources Yuri Trutnev, Russian Deputy Minister of Transport Andrey Nedosekov, representatives of the federal executive authorities, Uralkali, Russian Railways, and other companies and organizations.

The meeting participants reviewed and agreed financing arrangements for the construction of a 53-kilometer Yaiva-Solikamsk railroad bypass. The cost of the project is estimated to be 12.33 billion rubles, including 2.79 billion rubles to be funded from the federal budget, 3.54 billion rubles from Russian Railways and 1 billion rubles from Silvinit. Uralkali proposed to assume the financing of the deficit of 5 billion rubles.

At the meeting Anatoly Lebedev, President of JSC “Uralkali”, also reiterated willingness to pay 2.767 billion rubles, which represents the revised costs related to the Mine 1 accident incurred by the federal and regional governments. The 2.767 billion rubles includes a reimbursement of the following costs:

- 1.819 billion rubles – costs of the Federal government;

- 0.454 billion rubles – costs of Russian Railways for the construction of a 6-kilometer railroad bypass;

- 0.494 billion rubles – costs of the government of Perm Territory.

In addition, Uralkali intends to pay Berezniki municipal budget’s costs related to the Mine 1 accident, which according to preliminary estimates would be approximately 36 million rubles.

Thus, the total costs related to the Mine 1 accident, which Uralkali has agreed to pay, on a social responsibility basis, will amount to approximately 7.8 billion rubles. Uralkali intends to execute agreements with the Ministry of Finance, Administration of Perm Region and the Administration of Berezniki in order to give effect to the arrangements reached in the very near future.
