 On March 15, 2004, the company’s tender committee held a meeting to approve the provider of a unified billing system (UBS) to be implemented at the telecommunications holding’s subsidiaries and appointed a general consultant to implement the UBS project.

The tender committee, which included both representatives of Svyazinvest, all super-regional companies and Rostelecom, announced the following tender winners:

-  IBM Business Consulting Services, a consulting arm of IBM EE/A (which won the tender for general consultant in charge of UBS implementation);

- Amdocs, which proposed to implement the UBS project contracted to IBM BCS (which won the tender for a the best UBS to be implemented at Svyazinvest subsidiaries).

 Svyazinvest Deputy Director General Evgeny Yurchenko made the following statement about the decisions adopted by the tender committee:

The implementation of UBS will help the holding consolidate its financial and statistical data on services provided to the super-regional companies and thereby enhance our overall performance.
