Standards & Poors has awarded the Russian regional telecom company OAO Central Telecommunications Company (CenterTelecom) a CCC credit rating as an issuer of local and foreign currency. The company's outlook has been assessed as "stable".
This rating is the same as for MGTS, and Rostelecom, but lower than the cellular operators Vimpelcom and MTS (B Stable).
According to analysts from the Agency, the rating reflects the influence of a substantial need for capital investments, and incomplete regulatory and market base and low efficiency of business performance. The influence of these factors mitigates the monopoly status of CenterTelecom on one of the largest regional markets for telecom services.
