Moscow, Russia – September 16, 2013– Rostelecom OJSC (the “Group”) (MICEX - RTS: RTKM, RTKMP; OTCQX: ROSYY), Russia’s national telecommunications operator, today announces that it has commercially launched its multi-standard 2G/3G+ (GSM/UMTS) mobile network in Novosibirsk. The multi-standard network will provide customers with high quality digital voice services, as well as a high speed data service required by subscribers with increasingly popular smartphones and tablets.

In the third quarter of this year, Rostelecom also launched 3G+ networks in St.Petersburg, the Leningrad region and Krasnodar Krai, as well as in the Tambov region. Therefore, Rostelecom has fully accomplished its target to launch 3G mobile networks in 22 regions of Russia. The Company plans to launch 3G services in Moscow and the Moscow region next year.

In light of the growing demand for mobile data transfer service, Rostelecom’s 3G+ network is installed using the modern HSPA+ technology. This technology provides data transfer speeds of up to 21MB/s, compared to speeds of just 3.6MB/s provided by the first 3G networks.

It is important to note that the construction of Rostelecom’s mobile network is based on its powerful, high-capacity fibre-optic network, which allows the Company to fully unlock the capabilities of HSPA+ technology.

The Company plans to establish more than 8,000 base stations across the country as part of its 3G network construction.

All the networks are being constructed to be LTE-ready, so that the Company can deploy its 4G (LTE) network after making minor modifications to its existing 3G+ network.

Currently, Rostelecom and its subsidiaries, NCC CJSC, BWC CJSC, ETC CJSC, Sky Link CJSC, Volgograd-GSM CJSC, AKOS CJSC and Wireless Information Technologies LLC, provide mobile services to over 13.8 million subscribers.
