Rosneft Oil Company

February 14, 2006

Rosneft recognized as a socially responsible organization

Rosneft and its subsidiaries were awarded first prize in several categories at the V pan-Russian ‘Top Russian Social Responsibility Organization’. First prizes were awarded: in the ‘Implementation of Social Programs’ category — to Rosneft; in the ‘Working Conditions and Safety’ category — to the Rosneft-Komsomolsk Refinery; and in the industry category to Rosneft-Purneftegaz.

Rosneft carries out social programs focusing on material incentives for employees, support and professional growth of young specialists, the provision of private pensions to employees, support for war veterans, housing construction, improvements to employees’ working environment and programs conducted jointly with local administrations.

Rosneft collaborates successfully with the Gubkin Oil and Gas University, and has founded stipends for excellence for its students and post-graduates, and grants for the teaching staff for mentoring.

From 2005 onwards, the company began implementing a Housing Mortgage Lending Program. Over 220 young employees are participating in this program and have been granted benefits in the form of both targeted financial assistance and a bank loan. Total expenditure comprises over 200 million rubles.

Rosneft pays private corporate pensions – the average size of the additional pensions constituting 1,500 rubles per month per person; pensions are indexed annually. Over 2005 the total number of pensioners receiving corporate pensions exceeded 13,000, and annual payments of pensions and financial assistance comprised around 160 million rubles.

Close attention is paid to improving employees’ living conditions. Rosneft is building 20,000-25,000 sq.m. of housing each year in Grozny, Gubkinsky, Makhachkala and the Sakhalin Oblast.

Rosneft devotes much attention to the development of the social sphere in regions where its subsidiaries are active. Relations with Federation subjects are built on the principles of partnership and mutually beneficial collaboration, with the conclusion of bilateral agreements. In 2005, Rosneft financed the construction of hospitals, schools, recreation centers, sports complexes and other social and cultural facilities. Programs were implemented in the Khanty-Mansi and Yamal-Nenets Autonomous Districts to support the indigenous population and build social facilities in the Kharampur and Seliyarovo villages. Social facilities are being restored in the Chechen Republic. A school, a theater and the water supply infrastructure of populated areas in the Gudermessky Region are being built. Rosneft’s total expenditure in 2005 on construction, development of social facilities and charitable activities in the Yamal-Nenets, Khanty-Mansi Autonomous Districts, the Stavropol Territory, Sakhalin Oblast, Chechen Republic and other Russian regions comprised 800 million rubles.

Rosneft attaches much importance to the revival of Russia’s spiritual heritage. Over recent years, Orthodox churches have been restored and rebuilt in Moscow, Southern Russia, the Urals, Western Siberia, the Far East and Sakhalin with the company’s active assistance.

Rosneft devotes much attention to promoting a healthy lifestyle. In 2005, a corporate Olympics competition was held to mark the company’s 10th birthday. Sporting events were held in three towns — Krasnodar, Nefteyugansk and Komsomolsk-on-Amur, with the participation of around 400 people — 24 teams from 13 Russian regions.
