A meeting of work groups of The Council for Fuel and Energy Complex Development Coordination under the Plenipotentiary of the President of the Russian Federation in the North-West Federal District will be held on 9 June chaired by Evgeniy Lukianov.

Deputies to Governor of the Federation constituent entities for fuel and energy complex issues, representatives of state tariff regulation executive authorities, managers of the Interregional Distribution Grid Company of North-West, and directors of branches of the united company will take part in the meeting.

Within the limits of the meeting, the top managers of IDGC of North-West will present reports on the most relevant problems related to the further development of the grid complex in the North-West Federal District. First of all, the meeting will consider issues of the tariff policy and implementation of investment programs.

General Director Alexander Kukhmai (on the photo) will present the report "The First Year Performance of the United Electric Grid Company and Formation of Tariff Proposals for 2010". The report of the IDGC of North-West's Manager will give attention to the principles of operation of the united company taking into account interests of the regions of its responsibility zone. Within the limits of the presentation, Alexander Kukhmai will in detail explain, how the companies of IDGC of North-West implement the regional principle of spending split.

The manager of one of the largest power companies of the region in his performance will speak about the crisis phenomena in the grid power sector of the North-West, minimization of the consequences of which in a large degree is connected with the tariff policy pursued with regard to setting of electric power transmission tariffs within the limits of the 2010 tariff campaign.

"A large section of my report will be devoted to the issues of tariff applications and tariff proposals of the regions, which we submit to the Federal Tariff Service," Alexander Kukhmai said making short comments on the forthcoming meeting in the North-West Federal District Plenipotentiary Representative Office which he called very timely and extremely important.

Let us remind that a meeting of mediation committees will take place in the FTS of Russia in May-June. It will be devoted to the issues of setting the marginal levels of electric energy tariffs for 2010.

According to Alexander Kukhmai, one of the primary goals he sets forth for himself getting prepared for the performance at the meeting of work groups of The Council for Fuel and Energy Complex Development Coordination under the Plenipotentiary of RF President in the North-West Federal District, is a search of ways of rapproachement of problems of the region and energy specialists.

"I see a necessity of close cooperation to protect interests of the region within the limits of mechanisms which may be used in the regional power sector for its further development, maintenance of reliability of electric power supply,” the General Director of IDGC of North-West said.

The statements of the top manager of the united electric grid company of the region are quite accordant with those problems which were designated by Ilya Klebanov, Plenipotentiary of the President of the Russian Federation in North-West Federal District in his recent interview to "Energopolis" magazine.

"The need for the developed power industry after the crisis is assumed to be one of the obligatory conditions of a rise in economy," Ilya Klebanov claimed.

In his opinion, today it is necessary to eliminate obvious painful points actively in the North-West region. They include deficiency of capacity in a number of constituent entities and problems with reliability of electric power supply connected with the out-of-date industrial equipment and deterioration of networks.

"This year the government of the regions will begin setting the tariffs for electric power in a wider range and supervising their implementation. This means an opportunity to forward more assets to reconstruction of energy facilities and new construction," Plenipotentiary of the President of the Russian Federation states.

The issue of formation of financing sources of regional investment programs will be covered within the limits of the forthcoming meeting with by Deputy General Director of IDGC of North-West for Economy and Finance Olga Makarova.
