In 2013, the volume of IDGC of the North-West (subsidiary company of Russian Grids, JSC) receivables tended to grow due to consumers violating contractual conditions. Among the most persistent defaulters are the guaranteeing suppliers of electric energy in the Arkhangelsk Region and Vologda Region: Arkhenergosbyt, JSC and Vologdaenergosbyt, JSC, their total indebtedness amounting to 2.3 bln RUB and 844 mln RUB respectively. The companies are parts of Mezhregionsoyuzenergo, CJSC, both registered in Karachay-Cherkessia. Ranking as No 3 in terms of indebtedness amount is Karelian Retail Company, JSC (587 mln RUB). The rest of the indebtedness falls to the share of interfacing territorial grid organizations in the regions where IDGC of the North-West, JSC carry out their activities (1.6 bln RUB) and major industrial consumers (1.7 bln RUB). Prevalent in the whole indebtedness structure is so-called “undisputed indebtedness”(84%). This gives grounds to believe the defaulters could use it as a tool to improve their own financial standing. The regional authorities are aware of consumers’ indebtedness to IDC of the North-West, JSC. Work with debtors is carried out in close cooperation with Russian Grids, JSC, the Ministry of Energy and Market Council, NP. The grid company initiated filing petitions for law enforcement agencies to check for abuse on the part of the debtors.
