The scheduled meeting of the Scientific and Engineering Council of IDGC of North-West, the third one of this year, was held on 11-12 August in Murmansk.

The meeting of the Scientific and Engineering Council approved the structure of the working group for preparation of materials put for consideration of the council. It included 9 people - each branch was represented by one person and two people were representatives of IDGC of North-West’s executive administration.

The issue of requirements to the electricity quality management system was actively discussed. “It is necessary to create a hardware complex, which will allow to supervise quality of electric power in all key points in order to exclude complaints of consumers potentially leading to economic losses,” IDGC of North-West’s Chief Engineer, Chairman of the Scientific and Engineering Council Georgy Turlov said.

The requirements to the electric power quality will be toughened in the future. The urgency grows in connection with the law in this realm which is prepared now. Moreover, in the event of transition to a new tariff formation method - return on invested capital (RAB), the tariffs will be directly tied in with the electric power quality to their decrease with the help of lowering indices.

The Chief of the company’s operation and repair department Oleg Temerov spoke offering to modify the standard “Organization of maintenance service and repair in electric grids of IDGC of North-West”. The document was developed in 2008.

Typical scheme solutions in respect of engineering connection of privileged categories of applicants were submitted for approval by the Scientific and Engineering Council by the Chief of IDGC of North-West’s specifications preparation department Alexander Vinogradov (in the photo). This was done to simplify the procedure of engineering connection of privileged categories of applicants to electric systems. After development of the standard projects according to the approved plans, the engineering development department offers to release an album of standard projects for realization of the offered plans in each branch of IDGC of North-West.

Before the end of 2010, it is planned to design a uniform maintenance service and repair system of IDGC of North-West. At the beginning of 2011, is planned to start realization of the project in IDGC of North-West’s branch “Komienergo”.
