Rosseti North-West

November 10, 2009

Number of applications from physical entities for technological connection to the networks of IDGC of North-West has increased by 45%

At the same time the number of applicants wishing to postpone the term of signing or to break the agreement on technological connection grew due to absence of the source of financing or second study of development plans.

In nine months of 2009 IDGC of North-West received 9,615 applications on technological connection with the total capacity of 689.68 MW. As compared to the similar period of 2008, this indicator grew by 1,675 applications, and the declared capacity fell down by 313.11 MW, according to the Department of Perspective Development and Technological Connection of IDGC of North-West.

Increase of the total number of consumers that applied for technological connection to the electric networks of IDGC of North-West, in general, occurred due to sending of applications for technological connection of benefit-category consumers for up to 15 kW.

Increase of the number of received applications in nine months of 2009 for technological connections with the capacity of up to 15 kW for housing needs is connected with the changes made in the Rules of Technological Connection in the part of connection of benefit categories of consumers and increase of applications for technological connection from physical persons.

In nine months of 2009 the branches of IDGC of North-West concluded 6,700 contracts on execution of technological connection for the total capacity of 236.31 MW; compare4d to the similar period of 2008, the number of concluded contracts grew by 91, and the volume of capacity fell down by 13.19 MW.

Decrease of the capacity is connected with correcting of plans of major consumers due to the financial crisis, and the increase of the number of concluded contracts is concluded with the changes in the Rules of Technological Connection for benefit consumers with the capacity of up to 100 kW inclusive.

The number of applicants to IDGC of North-West that asked to postpone the term of sining of the contract or to break the contract on technological connection grew due to the absence of the source of financing and second study of the development plans.

In nine months of 2009 the company executed 3,821 conracts with the total capacity of 84.3 mW, including 2,844 contracts with physical persons on housing needs for the total capacity of 18.99 MW. In the similar period of 2008 IDGC of North-West executed 2,754 contracts for the total capacity of 83.02 MW, including 1,670 contracts with physical persons for housing needs for the total capacity of 9.95 MW.

Under execution of the contracts on technological connection, the company built 131 km of high-voltage lines of different voltage classes, reconstructed 12 transformer substtions with the total capacity of 6, 490 kV and built 39 transformer substations with the total capacity of 31,704 kVA.

The greatest amount of applications for technological connection from physical entities with the capacity of up to 15 kW was sent to Pskovenergo, a branch of IDGC of North-West, - 1,533 applications, that is 23% of all applications of the given category of consumers that were sent to the Company. Applications from larger consumers (with requested capacity of voer 750 kW and the voltage range of 35-110 kV) were sent to the branches of Vologdaenergo (three pieces), Karelenergo (three pieces) and Kolenergo (two pieces).

The branches of IDGC of North-West are doing all that is possible to minise the terms of technological connection to the electric networks, especially concerning benefit categories of consumers. However, the company voices fears about faint possibility to make technological connections strictly in the specified terms due to the growth in the number of applications and existing contradictions between the existing Rules of Technological Connection, the Urban Development and Land Codes.
