Arkhangelsk examined the schemes of development of electric networks till 2015

Georgy Turlov: “The ‘extra maximum’ program will come in handy for the future generations”.

Perspective plans of development of electric networks of Arkhangelsk and the region till 2015 (with regard of the perspective of 2010) that presuppose capital investments only in construction and reconstruction of 35-110 kV networks in Arkhangelsk in the volume of RUR 19,206.93 million were called ‘extra maximum’ program by Georgy Turlov, Chief Engineer of IDGC of North-West.

He also stressed that such a plan of energy system development connected with the strategy of economic development and plans of perspective construction of the city and the region is necessary, but that are the future generations that will have to execute it. The task for today is to choose from the proposed plan top-priority tasks and start executing them without encumbering the tariff for the end user and considering the interests of all sides interested in the technological connection to the networks. 

Today Arkhenergo held a meeting during which it considered the General Scheme of placement of energy facilities on the territory of the Arkhangelsk Region till 2015. The heads and specialists of IDGC of North-West, Arkhenergo branch and the representatives of the regional administration, the city administration of Arkhangelsk and the system operator took part in the discussion of the project developed by Vologdaselenergoproject. 

According to the participants of the joint meeting, the General Scheme of networks development for the nearest five years proposed by the project institute is the ideal scheme of development of the network complex. For the plans to become reality, in 2010 the growth of the tariff for end users would equal 33%.

As Georgy Turlov stressed, in order to understand in which direction the regional energy system will develop and to work faster we need a large-scale scheme in strict coordination with the existing realities of the region.

According to the specialists, the development of the regional networks should start from Arkhangelsk. The regional centre has system-forming substations, and the carrying capacity of the networks and the loading of central substations at the present moment are in the critical state.  

Thus, according to the Chief Engineer of Arkhenergo Arkhangelsk electric networks Sergei Fominsky, today, if any of the central city substations is switched off, other substations will be able to take over only 20% of its loading. This means that during the recovery work that may take up to two weeks only public objects will receive electricity supply. Other substations will also be working in a critical mode.

According to the designers, by 2015 the growth of loading in the Arkhangelsk Region will be 220 MW. Chief Dispatcher of Arkhangelsk Regional Dispatch Administration Konstantin Fedenyuk said the number was 270 MW. And though the calculated numbers of two independent structures do not match, it is clear that energy consumption in the region will grow a lot, despite the global economic crisis.

In connection with this Georgy Turlov asked the designers to calculate accurately the scheme of energy consumption. The order written in the minutes: to develop a detailed plan of reconstruction of the main central substations of Arkhangelsk with minimal costs by 1 September, 2009.

“We all have a difficult time now, but the energy industry should not impede the development of all other branches of industry. This is our main task, and we will be doing it”, said the top manager of IDGC of North-West.
