Investment programs formed in the dialog of energy companies and regions

Official information of the Ministry of Industry and Energy of RF.

A meeting with representatives of local administrations of the subjects of RF tool place at 20 March in the Ministry of Industry and Energy of RF. The meeting touched upon the issues on electric power companies’ matching of investment programs.

Directors of energy companies, representatives of authorities such as the Ministry of Regional Development and the Ministry of Economic development of the RF and the Federal Tariff Service also participated in the meeting.

The main target of the meeting was to clarify positions of regions considering further plans on energy objects building. Improvement of technologies and mechanisms of energy companies’ investment programs matching at regional level was discussed.

Currently, the main part of investment programs of the companies in electric grids complex is coordinated with authorities of the RF subjects. Actually, the Ministry of Industry and Energy has verified with regions understanding of the situation of energy power consumption and investments. Regional authorities have sighted the situation in the country in general and in their joint energy systems particularly. It means that they have directly participated in forecasting of further events.

The main feature of current energy power consumption is stabilization and deceleration of reduce. A clear distribution of growth rate, slow reduce and decrease occur at all regional joint energy systems. Inside these joint energy systems differentiation of growth or fall rates is bigger because of a much more complicated situation which requires participation of regional authorities in electric grid complex development.

In spite of such a hard situation, finalized investment programs of grid companies within the new conditions concerning actualization of objects, means and terms were coordinated with overwhelming majority of regions. Specification of other investment programs will be completed before long.

Participants of the meeting consider that regional authorities altogether with power engineers should attentively check once more the needs and possibilities of any new consumer for which grid objects are being built. There’s no way to build “in nowhere” without any real and sound need. It is absolutely inadmissible today in the conditions of sharp deficit of investment resources in electric power sector.

The Ministry of Industry and Energy will strengthen its coordinative function especially in interregional issues which require attention at federal level.

As a result of the meeting, the participants noted that the current conditions of economic fall requires rational use of existing resources and further work on investment programs in a dialog with regions according to development of demand for electric power and regime and balance situation in the sector.
