Agreement between Murmansk District Administration and IDGC of North-West to be signed in February, 2009

Meeting of Yuriy Evdokimov, Governor of the Region, Alexander Kazakov, Head of IDGC Holding, JSC; Alexander Kukhmay General Director of IDGC of North-West, JSC.

In February 2009, it is planned to sign the agreement between the Murmansk District Administration and IDGC of North-West, JSC. This decision was taken during the meeting of Yuriy Evdokimov, Governor of the Region, Alexander Kazakov, Head of IDGC Holding, JSC; Alexander Kukhmay General Director of IDGC of North-West, JSC and Sergey Gubich, Kolenergo Director.

Yuriy Evdokimov and Alexander Kazakov signed the Minutes on the intentions where they pointed out the actions which will be implemented bilaterally within the framework of the new agreement between the Murmansk Region Administration and IDGC of North-West, JSC directed to maintenance and implementation of the power grid complex objects within the framework of the investment program up to 2012 coordinated by the parties.

Ministry of industry, power and transport of the Region of Murmansk is entitled to consider the correspondent suggestions of  Kolenergo branch of IDGC of North-West, JSC in the first days of  February.

“Together with the Governor we discussed very important and essential topics connected with the further development of power grid complex and reached mutual understanding,” said Alexander Kazakov summing up the results of the negotiations taking place in the Administration of the Region of Murmansk.

According to the Head of IDGC Holding, JSC, within the framework of the bilateral dialogue the financing sources were discussed. They will be included into Kolenergo branch revised investment program up to 2012 within the framework of the future agreement.

“We agreed to compile working groups which will work out the certain actions. The working group will include the specialists of Kolenergo branch of Interregional Distribution Grid Company, and the representative of the Ministry of industry, power and transport of the Region of Murmansk,” added Alexander Kazakov.

Alexaner Kukhmay, General Director of IDGC of North-West, JSC specified the program implementation details of distribution grid complex of the region development.

“In general, RUR 7,5 billion was allocated for the implementation of the five-year investment program in IDGC of North-West, JSC. Today, the part of the applicants refused from the implementation of the earlier planned projects. Due to the current economic situation, the slump of the power consumption at the background of the credit resources increase the Company planned to attract for the implementation of the investment program, we realize that we will not have the planned amount of the investments. That’s why we are going to correct our planes and set the clear priorities,” said General Director of IDGC of North-West, JSC after the negotiations termination in the administration.

Among the investment projects which implementation is planned to be shifted to minimum one year are the switching of the town of Kandalaksha to power heating and putting into operation of 15 mW of the capacity in the town of Kovdor.

Together with this, according to Alexander Kukhmay, the distribution grid company fulfilled all its obligations on maintenance and putting new objects into operation in 2008. Due to objective reasons only a minor part of the large-scale program project remained non-implemented. Varzuga-Kashkarantrsy zone program will be finished at the beginning of the next year.

During the meeting in the Administration of the Murmansk Region the Head of the Administration and top-managers of power grid complex developed the priority directions of the development for the near future. One of them is the reliable power supply of the regional center and the Kola Bay west cost objects which will be built in accordance with the approved scheme of Murmansk infrastructure development. 

“We will work out the scheme of the stage-by-stage development of Severnaya substation,” said Alexander Kukhmay. “We will introduce as many capacities as we will be able to provide with the payment for connection to power grids and such a tariff constituent which is a part of 2009 tariff. We will make this in order to get additional capacities and not to limit the amount of consumers wishing to be connected to power grids.”
