The fund creation is connected with the solution of strategic issues of the petrochemical complex, i.e. enhancement of hydrocarbon feed processing efficiency, deep refining to the end product, high innovation technique development, new job creation… Fund financing is supposed to be partially for the account of Tatarstan development budget fund, early transferred through privatization funds, research efforts, on funds, transferred for mineral base reproduction and on a voluntary basis.

Feedstock base for petrochemical enterprises of small-scale business will develop due to the usage of such perspective products as propylene and polystyrene.

Nizhnekamskneftekhim Inc. plays an important role in implementing the decisions on developing small business. After negotiations "Nizhnekamskneftekhim Inc." and "Fina Technology" (USA) have signed the contract for construction of polystyrene unit at the petrochemical complex. In spring of 2003 it is planned to produce the first 50,000 tons of polystyrene, in future the capacity will be increased up to 1200 thousand tons. Motor oil production unit with the capacity of 65,000 tons per year is under construction in Nizhnekamsk. Putting into operation is expected in the third quarter of 2002.

Mastering of new technologies is also planned relating to the small business development fund.
