From 2002, a number of VGTRK's transmission centers stopped paying for consumed electricity. In December 2002, RAO UES facilitated an agreement with VGTRK. Under the agreement VGTRK had to pay its debts until July 2003. However, VGTRK still fails to follow this agreement. In 2002-2002, the company did not pay for current consumption. As a result, in the beginning of October 2002, VGTRK's debt to AO MOSENERGO exceeded 21 mln rubles.

To resolve the problem, AO MOSENERGO has repeatedly initiated negotiations with VGTRK's management and its regional branches, trying to prevent the piling up of debts. AO MOSENERGO has many times sent letters to them warning of possible cut-offs under the existing power supply agreements. However, these measures yielded no result.

Having exhausted all possibilities to resolve the situation, on October 31, AO MOSENERGO partially cut off a number of VGTRK's divisions. AO MOSENERGO resorted to measures which did not affect the quality of transmitted signal. The list of partially disconnected transmission centers included Elektrostal and Zaraisk transmission centers, as well as radio centers no. 3, 4, 7, 11.

In addition to these transmission centers, a number of regional VGTRK's offices are listed among AO MOSENERGO's debtors. These include the State Broadcasting Company an radio transmission centers no. 1, 8, 9.

AO MSENERGO calls on VGTK's leadership to allocate funds in order to redeem debts of its regional branches. The resumption of full electricity supply is possible only if debts owed to AO MOSENERGO are paid.
