Main measures by OAO MOSENERGO to implement the Programme for Development and Technical Re-equipment of the Moscow Energy System (1-6 October 2007)

In accordance with the schedule approved by the General Director of OAO MOSENERGO, the operations centre for the construction of facilities and performance of pre-commissioning work at power unit ? 3 PGU-450? CHP-27 will meet on 2, 4 and 6 October at CHP-27.

The meetings of the operations centre, attended by representatives of the Design Construction Complex of OAO MOSENERGO and contractors, will consider the following issues:

  • Main scheme of gas turbine No. 1 (field system, generator-transformer scheme, integral control and protection system)
  • Preparation of gas turbine ? 1 for an idle run,
  • Scheme for distributing electricity capacity,
  • Gas supplies for power unit ? 3.

It will take 22 months to build power unit ? 3 of CHP-27. This will be a unique unit in Russia's power sector. The Company is drawing closer to the commissioning deadline thanks to new developments by the OAO MOSENERGO's Design Construction Complex and the efficient interaction of OAO MOSENERGO and contractors. Power unit ? 3 PGU-450? at CHP-27 will be commissioned in the 4th quarter of 2007.

Currently OAO MOSENERGO is building four state-of-the-art gas-steam power units with total electricity output of 1,770 MW at CHP-21, CHP-26 and CHP-27 as part of Stage I of the Programme for Development and Technical Re-equipment and is also preparing sites and performing design work to install gas turbines and gas-steam power units at CHP-9, CHP-12, CHP-16 and CHP-20 as part of stages II and III of the Programme.

Pre-commissioning work continues at power unit ? 3 PGU-450? of CHP-27. At the same time work continues on the foundation and installation of the steel structure of the main block of power unit ? 4 PGU-450? of CHP-27. At CHP-21 work is continuing on the installation of the wall panels of the main block and construction of the turbine foundation of power unit ? 11 PGU-450?.

On Wednesday, 3 October, a meeting will be held at the offices of OAO MOSENERGO on the commissioning of power unit PGU-60? at CHP-28 as part of the Investment Programme of the Company for 2007. Pre-commissioning work is being performed at the power unit. Commissioning of PGU-60? is scheduled prior to the start of autumn-winter peak demand in 2007-2008.

On Friday, 5 October, a meeting will be held at the offices of OAO MOSENERGO to design and build power unit ? 4 PGU-450? at CHP-27.

On Friday, 5 October, a meeting will be held at the offices of OAO MOSENERGO on supplies of equipment to power unit ? 11 PGU-450? at CHP-21.

On Saturday, 6 October, a meeting of the operations centre for the construction of power unit ? 11 PGU-450? will be held at the offices of OAO MOSENERGO.

The technical development strategy of OAO MOSENERGO, which seeks to meet forecast demand for electricity, is based on the commissioning of highly-efficient combined-cycle power generating units (PGU) with an efficiency factor in the condensation cycle of 57-59% (compared to an efficiency factor of no more than 38% at steam turbine power plants). It is also based on the replacement of combined heat and power equipment with 90 atmospheres and below, which has come to the end of its service life, with gas-steam cycle equipment. Highly efficient gas-steam power units will make it possible to use 25% less gas and at the same time reduce by a third hazardous emissions into the atmosphere.

According to the medium-term investment programme of OAO MOSENERGO for 2007-2011, it will commission 4,497.5 MW of new capacity. Each year the volume of commissioning will reach 800 – 900 MW. It plans to maintain these generating capacity commissioning rates until 2020.

The generating company OAO MOSENERGO consists of 17 power plants with installed electricity capacity of 10,600 MW and thermal capacity of 39,000 MW. OAO MOSENERGO power plants account 85% of the electricity requirements of Moscow and Moscow Oblast. OAO MOSENERGO is the largest thermal generation company in Russia.
