OAO MOSENERGO General Director A.Ya.Kopsov declared top manager in the power sector

On Friday, 21 September, OAO MOSENERGO General Director A.Ya. Kopsov was declared top manager in the power sector in the Top-1,000 Russian Managers joint rating of the Association of Managers of Russia and the Kommersant Publishing House. (https://www.kommersant.ru/doc.aspx?DocsID=806894)

The rating provides an objective assessment of the professional reputation of high-ranking Russian executives. The rating considers their performance over the past year and identifies the most professional managers in Russia, the leaders in their industries and functional disciplines.

The following criteria are used to compile the ratings: data on the output volumes of the companies represented in the rating; expert reviews of the public significance of a manager's performance, based on a citation index in the Russian print mass media. Most of the expert committee are managers and functional directors from Russian companies-candidates in the rating. A number of the experts are also competent representatives of non-profit industry-specific and regional business associations and unions. Approximately 400 experts take part in the compilation of the rating.

Anatoly Yakovlevich Kopsov started his career in the power sector as an apprentice mechanic at the first high-pressure power plant in the USSR – the Kaliningradskaya GRES-2 in the town of Svetly in Kaliningrad Oblast.

After graduating from Ivanovo Energy Institute, he worked at the Kaliningradskaya GRES-2 as shop engineer and foreman, rising from engineer to director of the Karmanovskaya GRES (Bashkortastan). This was the first innovation ground-breaking plant. New developments instigated by Russia's power machine building companies were tested and implemented here.

From 1976-1978 he managed start-up operations k and trained staff to work at the Gorozal Thermal Power Plant in Bangladesh.

From 1988-992 he headed the Bashkirenergo Production Association for Power and Electrification.

From 1992–1994 he was chairman of the Council of Ministers of the Republic of Bashkortostan, Senator of the Federation Council of the RF Federal Assembly.

Since 1994 A. Kopsov has headed the United Energy System of the Centre of Russia Tsentrenergo within RAO UES of Russia.

In 1996 he was appointed vice-president of RAO UES of Russia and member of the Executive Committee of RAO UES of Russia.

From 1996–2004 he was Chairman of the Board of Directors of OAO MOSENERGO.

From 2000 – 2001 he was Deputy Chairman of the Executive Committee of RAO UES of Russia.

From 2002 – 2005, as construction director of generating facilities A. Kopsov supervised the construction of power plants for RAO UES of Russia. Over 4,500 MW of new generating capacity were commissioned throughout Russia under his management and with his direct involvement: the Kaliningradskaya CHP-2, the Sochi TPP, North-West CHP, Ivanovoskaya PGU, the Zelenchukskaya GES, Irganaiskaya GES, Aushigerskaya GES, Bureiskya GES, Muntovskaya GeoTPP, Kharanorskaya GRES

On 10 June 2005, following an accident at a power plant in the Moscow energy system, A. Kopsov was appointed head of OAO MOSENERGO to help extricate the company as quickly as possible from the crisis caused by the resulting shortfall in generating capacity. In December 2005 work started on building power unit ? 3 (PGU-450?) at CHP-27, as the company started implementing the Programme for Development and Technical Re-equipment. OAO MOSENERGO is currently building six gas-steam power units with a total capacity of over 2 GW at five power plants.
