The Unified Register of Technical Standards and Regulations has been approved within PJSC Rosseti. The basic documents were brought together, updated and correlated for the first time in the sector since 2003. The documents regulate the general rules of development of the main and distribution lines, their operation and maintenance for all the subsidiaries of the company. At present, the Unified Register of Technical Standards and Regulations includes 463 documents referring to the main activities of grid companies such as design and construction of electric grid facilities, testing and diagnostics of electrical equipment, and daily technological management. The Register also includes documents describing requirements and methods for servicing of primary and secondary equipment, communications and management systems, and occupational safety and fire safety. The labour-intensive and time-consuming task of compiling the Register was solved in the course of one year by the joint efforts of Rosseti and its subsidiaries’ employees. The existing technical standards and regulations base, the current standard and legal acts and national and international standards were analyzed as part of the creation of the Unified Register. The Unified Register will be regularly updated, and this will be done by a specially created Coordination Council consisting of representatives of PJSC Rosseti and its subsidiaries. The company plans to develop new and renew existing standards and regulations as part of the Register’s further development. Information An inventory of the sector’s technical standards and regulations was carried out in OJSC RAO UES of Russia before the reform, upon which a base was later compiled consisting of 1761 documents, 40 of which were subject to obligatory implementation. However, starting from that moment, the regulatory and engineering provision system started significantly lagging behind the rapid structural changes taking place in electric power engineering, and the legal status of the main documents remained undefined.
