On September 3, in Beijing, PJSC Rosseti and SGC of China signed a Memorandum on the joint implementation of the project for creation of a 500 kV transit through the territory of the Tomsk region. The document provides for the development of technical and economic parameters of the project, its stages, as well as identifying of funding sources.
The document was signed in the presence of Russian President Vladimir Putin and Chinese President Xi Jinping. The document was signed by Director General of PJSC Rosseti Oleg Budargin and CEO of SGC of China Shu Inbyao.
Within the framework of the project, it is planned to build and commission 500 kV overhead lines (OL) between Nizhnevartovskaya CPP and Soviet-Sosninskaya, and the expansion of 220 kV Soviet-Sosninskaya substation (SS); the plans also include a new construction of 500 kV Soviet-Sosninskaya - Parabel OL, a new construction of 500 kV Tomsk - Parabel OL, and the expansion of 220 kV Parabel SS.
The total length of power transmission lines (PTL) may be about 745 km. Transfer capacity is about 1000 MW.
Implementation of the project will allow connecting prospective loads of the Tomsk region's consumers with the capacity of about 250 MW to the electric grids, including the Russian-Chinese joint projects, petrochemical cluster (7.8 MW), innovative territorial cluster of pharmaceuticals, medical equipment and information technology (10 MW) industrial park (39 MW), wood industry cluster (40 MW), cluster of natural resources of difficult production (60 MW), Tugansk titanium-zirconium deposit and mining processing plant with the capacity of 4 mln. tons of mineral sands per year (10 MW) and other objects of innovative territorial center "INO Tomsk", "Western" route of gas supplies to the People's Republic of China which is under discussion (pipeline "Power of Siberia - 2"); it will also allow increasing reliability of the Unified National Power Grid of Russia and synchronous operation of the United Electric power Systems of Siberia and the Urals.
