July 22, 2010, Director General of IDGC Holding Nikolay Shvets took part in a meeting that was held under the supervision of Deputy Chairman of the Russian Government Igor Sechin in Nalchik, Kabardino-Balkarian Republic, and dealt with restoring the Baksan hydraulic power plant hit by a terrorist attack.

After the meeting, Nikolay Shvets visited the Kabardino-Balkarian branch of IDGC of the North Caucasus. At the office of the branch’s Central Dispatching Service (CDS), he heard a report on the condition of the electricity supply in the Kabardino-Balkarian Republic and on the operation of local electricity distribution networks. The CDS operator who had been on duty when the Baksan power plant had been attacked told him in detail about the actions of personnel. IDGC Holding’s Director General praised the operator and operating crew, who had acted in a highly professional way, correctly assessing the situation and promptly giving the necessary switching commands. The appropriate actions made it possible to avoid an interruption to the electricity supply for local consumers.

Director General of IDGC of the North Caucasus Magomed Kaitov reported on the assistance provided by IDGC of the North Caucasus for the Kabardino-Balkarian branch of RusHydro. Work continues on restoring transit via the 110 kV outdoor switchgear of Baksan HPP and replacing circuit breakers. This work is being done by 15 specialists and four units of equipment.

Nikolay Shvets met with executives and specialists of IDGC of the North Caucasus’s Kabardino-Balkarian branch and Kabbalkenergo. The working meeting discussed measures to enhance the security of vital infrastructural facilities and prevent emergencies. The relevant departments were instructed to formulate a program of enhancing the counterterrorist security of electric grid facilities.
