From 1 January 2004 onward, a uniform centralized Internetting and Services Provisioning Covenant and Affiliation Agreement signed between JSC CenterTelecom and JSC Vympelcom-Region, have come into effect.

The new Covenant meets all the interpartner relationship transparency requirements set forth by the Telecommunications Act of 1 January 2004; it also enables the Company to unify networks interaction and ensure the operation of a sole traffic carrying intercompany accounts settling system.

Within the framework of the corporate centralized Covenant, supplemental agreements are signed relative to specific JSC CenterTelecom affiliates, viz. "Belsvyaz", "Electrosvyaz of the Vladimir Region", "Voronezhsvyazinform", "Ivtelecom", "KostromaTelecom", "Lipetskelectrosvyaz", "SmolenskTelecom", "TulaTelecom", "YarTelecom", and those pertaining to the Kaluga, Oryol and Tver Regions affiliated companies.

According to Mr. Sergey Pridantsev, Deputy General Director and Commercial Director of JSC CenterTelecom, in order to promote its efficiency and business transparency, a work is underway by the Company directed to elaborating uniform rules of interaction with the affiliable operators as part of the uniform technological process of providing telecommunications services in the entire Central Federal District of Russia.
