Moscow, February 21, 2006. According to the Order of General Director of OJSC «CenterTelecom» Dmitry V. Karmanov was appointed Deputy General Director – Human Resources Director.

Dmitry Valeryevich Karmanov was born in 1975. In 1997 he graduated from the Perm Higher Command and Engineering Military School of Strategic Rocket Forces with speciality «Control and informatics in technical systems». Then, in 2003 he passed «Staff management» retraining in the Perm State Technical University. In 1997-1998 he served in the Armed Forces of the Russian Federation. Then he held a number of positions in the Ministry of Justice of the Russian Federation. In 2001 he started working for OJSC «Uralsvyazinform», where during the following five years he held positions starting with specialist for personnel to Director of Human Resources Department. In February, 2006 he was appointed Deputy General Director – Human Resources Director of OJSC «CenterTelecom».
