Moscow, October 26, 2004. Following the complaint of Elkatel telecommunications operator that provides local telephony services (the city of Electrostal), the Federal Antimonopoly Service delivered judgment about the infringement of Article 5 of the Law of the Russian Federation “On competition and restriction of monopoly activity in the commodity markets” by CenterTelecom and ordered to correct the infringements of the antimonopoly legislation.
CenterTelecom considers the resolution of the Federal Antimonopoly Service and the order unfounded and believes that Elkatel is responsible for its network not having been connected to CenterTelecom’s network. According to CenterTelecom Deputy General Director and Commercial Director Sergey Pridantsev, Elkatel failed to fully meet the specifications provided by CenterTelecom resulting in that the company was not ready for connection.
Pursuant to Article 28 of the aforementioned law providing for the order of appeal of resolutions and orders of the antimonopoly regulator, CenterTelecom is going to appeal to arbitration court to recognize the resolution and orders of the antimonopoly regulator as void within the timeframe stipulated.
