On 24 November 2003, JSC CenterTelecom management held a conference call meeting with representatives of all the regional corporate constituent affiliates in attendance. The key issue under discussion was the Company's communications facilities and systems readiness to ensure a fail-safe and reliable operation of the State Automated System (SAS) "Elections" during the forthcoming elections to the State Duma of the RF Federal Assembly.

Digital links were set up in all the constituent entities of the Russian Federation for the regional constituency election committees to maintain communication with the RF Central Election Committee. A trouble-free communication was fixed via the dedicated and switched lines between local election committees and regional ones.
