Krasnodar, 14 July 2009: Southern Telecommunications Company (“UTK”) (RTS: KUBN, KUBNP; MICEX: UTEL, UTELP; ADR OTC: STJSY, KUE FRA), the largest fixed-line telecommunications provider for Russia’s Southern Federal District reports that its Board of Directors determined the following new structures of the Committees of the Company’s Board of Directors:

1. Audit Committee of the Board of Directors:

· Sergey Vilenovich Kuznetsov - Chairman of the Committee – Investment Director of the Investment Projects and Programs Department of “Leader” CJSC;

· Elena Vladimirovna Umnova - Deputy General Director of “Svyazinvest” OJSC;

· Vladimir Alexandrovich Rumyantsev – Managing Director of OJSC “Gazprombank”.

2. Personnel and Rewards Committee of the Board of Directors:
