Krasnodar, August 2, 2007 – Southern Telecommunications Company (“UTK”) (RTS: KUBN, KUBNP; MICEX: UTEL, UTELP; ADR OTC: STJSY, KUE FRA)], the principal fixed-line telecommunications provider for Russia’s Southern Federal District reports today that on August 1, 2007 the Board of Directors of the Company adopted a decision to approve the following composition of UTK’s Management Board 9 persons in number and to determine its term of office from August 2, 2007 till August 1, 2008 (Minutes  ? 3 of August 2, 2007):

1. Alexander Vladimirovich Andreev - Chairman of the Management Board – General Director   of "UTK" PJSC.
2. Stanislav Petrovich Borodin - Deputy Director General - Director for Information Technologies of "UTK" PJSC.
3. Alexander Anatolievich Dobryakov – Deputy Director General – Director for Economics and Finance of "UTK" PJSC.
4. Svetlana Vasilyevna Korotenko – Deputy Director General – Director of the Krasnodar branch of "UTK" PJSC.
5. Alexander Petrovich Plotnikov – Deputy Director General – Director for Security and Secrecy Regime of "UTK" PJSC.
