November 20, 2008, Moscow. COMSTAR – United TeleSystems (OAO COMSTAR-UTS, LSE: CMST), the leading supplier of integrated telecommunication solutions in Russia and the CIS announced Igor Shcherbik was appointed Director General of OOO COMSTAR-Ukraine, a subsidiary of COMSTAR-UTS in the Ukraine.

Earlier I. Shcherbik had been holding a position of OOO COMSTAR-Ukraine Development Director; he came to COMSTAR-UTS Group from “Farlep Invest” company.

Prior to I. Shcherbik appointment, OOO COMSTAR-Ukraine Director General position has been held by Vladimir Petrov who is no longer working for the company.

It is developing quite rapidly, with many Russian operators and major Ukrainian telecom companies working in this market, which makes it rather a tough competitive environment. At the same time, the market shows an increased demand for both the services of phone communications, and Internet broadband access with Pay-TV. I. Shcherbik is confronted with an objective to increase the Company’s presence in this country, to gain market share, and to promote new services in this market. Igor Shcherbik was born in 1959. He graduated from Kiev Polytechnic Institute. His working carrier began in 1976, with various positions being held at the Head Information and Computation Center under Transportation Ministry in the city of Kiev 1979 through 1998, the Center General Director Deputy being among them. In 1998 he changed over to “Svyaz” (Communications) branch, first holding a position of Executive Director with subsequent move to the positions of Director, and ultimately, Director General of IP Telecom Ltd. (ISP).

I. Shcherbik was holding a position of KF “Optima Telecom” Director General during 2003-2006, then, from 2006 to 2007 he was “Farlep Invest” Northern Branch Regional Director, and in 2008 he transferred to the position of OOO COMSTAR-Ukraine Development Director.
