GAZPROM

October 26, 2005

The Board of Directors reviewed implementation of the 2002-2006 program of overhauling and technological upgrading of gas transportation facilities

The meeting of the Board of Directors held at Gazprom headquarters ended today.

The Board of Directors acknowledged the information on implementing the 2002-2006 Integrated program of overhauling and technological upgrading of gas transportation facilities, booster compressor stations and compressor stations installed at underground gas storage facilities.

The Board of Directors commissioned Gazprom’s Management Committee to elaborate the 2007-2010 Integrated program of overhauling and technological upgrading of gas transportation facilities, booster compressor stations and compressor stations installed at underground gas storage facilities.

Reference:

The 2002-2006 Integrated program of overhauling and technological upgrading of gas transportation facilities, booster compressor stations and compressor stations installed at underground gas storage facilities (the Technological upgrading program) was approved by the Management Committee of Gazprom in August, 2002.

The Program’s main objectives include:

 - securing planned gas flows by means of liquidating bottlenecks limiting gas supply flows;

 - assuring reliability of gas supplies;

 - enhancing industrial and environmental safety at gas transportation facilities;

 - facilitating gas transportation.

The Program’s priority task is securing the planned gas volumes transportation. In 2002-2004, the main measures taken were devoted to this particular task.

The overhauling and upgrading of compressor stations and mains of the gas pipeline conducted in 2004 allowed a 6% increase, as compared to 2001 figures, in gas volumes transported via Gazprom’s Gas transportation system (GTS).

In 2004, the volume of natural gas produced by independent companies in the overall gas volumes transported via Gazprom’s GTS amounted to 99.9 bcm. At the same time all overhauling and upgrading of GTS necessary to ensure these gas volumes transportation was conducted and financed exclusively by Gazprom.

A number of measures were taken within the framework of implementing the Program that ensured volume increases and reliability of gas supplies to consumers in the south of Russia, gas exports to Europe and imports from Central Asian countries.

In 2002-2004, these measures included construction of 2 inter-system and 9 intra-system girths, upgrading of 100 gas pumping units and 472 km of gas pipelines, overhauling of 54 gas distribution stations, installing remote control automation at 165 gas distribution stations, and overhauling of corrosion protection systems at 2234 km of gas pipelines.

The task of enhancing environmental safety was accomplished by upgrading and replacing gas pumping units. As a result, in 2002-2004, greenhouse gases emissions were reduced by 2113 tons annually.

The estimated technological benefits resulting from the implementation of the complete list of measures stipulated by the Technological upgrading program are as following:

 - GTS capacity utilization improvement of 35 bcm of gas per year;

 - gas transportation related energy savings of 5 bcm of gas per year.
