Gazprom Management Committee was commissioned to elaborate a plan of increasing gas supplies to Kaliningradskaya oblast and construction of an underground gas storage facility with the participation of Beltransgaz and Lietuvos Dujos.
The authorization to contact the Government of the Russian Federation regarding the federal government bodiesí resolutions preparation was also issued. These resolutions include:
- on optimization of Kaliningradskaya oblast energy balance in 2006-2020 based on the regional energy conservation program;

In 2004 Gazprom supplied 636 million cubic meters of gas to the oblastís consumers (the Minsk-Vilnius-Kaunas-Kaliningrad gas pipeline annual throughput capacity is 640 million cubic meters).
