Gazprom and Novosibirsk Region seal Cooperation Agreement and Gas Supply Contract

Today, at Gazprom’s Headquarters, Alexey Miller, Gazprom’s Management Committee Chairman and Viktor Tolokonsky, Governor of the Novosibirsk Region have sealed a five-year Cooperation Agreement and Gas Supply Contract.

In accordance with the Cooperation Agreement, the parties express mutual interest in fulfilling the following key objectives:

  • Expanding gas deliveries to the Novosibirsk Region’s localities;
  • Promoting subsurface prospecting and hydrocarbon exploration & production in the Region for the purpose of creating an integrated gas extraction & processing company to be co-operated by Gazprom’s subsidiaries and Regional firms;
  • Ensuring uninterrupted operation of the United Gas Transmission System (UGTS);
  • Ensuring environmental safety and rational nature management.

The Agreement stipulates joint measures being stepped up to improve the Regional energy balance.

The Regional Government is committed to channeling timely and full payments for gas deliveries to budget-financed bodies.

Gazprom and its subsidiaries will provide reliable natural gas deliveries to the population, social sector and budget-financed customers in the predetermined amount depending on timely gas payments and debt clearance. Other customers will be furnished with gas provided there is availability of resources, adequate gas payments and UGTS technical capacities.

Pursuant to the Gas Supply Contract, the parties will work through an investment project of expanded gas deliveries to the Novosibirsk Region, including, in particular, a feasibility study, General Scheme of gas supply and investment viability report for the gas infrastructure construction based on a consistent approach towards the use of gas on gas, heat and power generation markets.

A stage-by-stage program of gas supplies to the Novosibirsk Region will be developed and, financing sources and scheme will be identified (in conjunction with Mezhregiongaz, a Gazprom 100% subsidiary) based on the investment project.

In addition, the parties agreed to develop Regional power conservation and motor vehicle (agricultural inclusive) conversion-to-compressed & liquefied gas programs.

Prior to signing the Agreement and Contract, the parties discussed issues in relation to deeper cooperation between Gazprom and the Novosibirsk Region, achieving an in-principle accord to set up a joint venture, that would serve as a customer for the gas supply expansion & gas distribution network operation projects in the Region. A controlling stake in the joint venture will be held by Gazpromregiongaz.

At the first stage of said project, the Regional authorities and Gazpromregiongaz will perform technical inventory of existing and undergoing construction gas distribution grids, with economic viability reports to be provided, as well.

Gazprom and the Novosibirsk Region first entered into a cooperation agreement in May 2000.

Over 2004, Gazprom furnished Regional customers with some 1.44 bcm of gas. As of 1 June 2005, the Region has received 743 mln cu m.
