Gazprom and Government of Leningrad Oblast ink Accord for 2007

Today, at the Gazprom Headquarters, Alexey Miller, Chairman of the Gazprom Management Committee and Valery Serdyukov, Governor of the Leningrad Oblast have inked a Cooperation Accord for 2007.

The Accord identifies the following major joint businesses:

  • devising and approving a General Scheme of further gasification of the Leningrad Oblast through 2015, taking account of primary energy mix optimization and liquefied natural gas & local fuels utilization;
  • converting municipal motor and agricultural vehicles to natural gas;
  • creating comprehensive energy supply systems for industrial consumers based on state-of-the-art high efficiency gas saving technologies and equipment.

Under the Accord, the Government of the Leningrad Oblast will arrange for full payments for gas deliveries by budget-sponsored consumers, set economically justifiable gas consumption standards for the population as well as exercise control over standby fuel stockpiling and utilization by gas consuming companies. The General Scheme of further gasification of the Leningrad Oblast through 2015 will be financed by the regional authorities.

Gazprom is committed, on its part, to supplying gas to the regional consumers, taking account of available gas transmission capacities and preset gas quotas. The Company will take part in gasifying the Leningrad Oblast in accordance with the Conception of Gazprom’s participation in the RF regional gasification and the Program on gasification of RF regions between 2005 and 2007.

The Government of the Leningrad Oblast and Gazprom entered into a five-year Cooperation Agreement in April 2003.

In 2006 Gazprom plans to supply the region with over 4 bcm of gas.

Natural gas penetration in the residential sector of the Leningrad Oblast averages 52.4 per cent versus the identical Russia-averaged figure of 53 per cent. Under the Program on gasification of RF regions between 2005 and 2007, Gazprom invested in 2006 RUR 200 mln to build gasification facilities in the Leningrad Oblast, with RUR 900 mln slated for these purposes next year.

This year’s gas deliveries to the Leningrad Oblast have been paid up at 98.97 per cent. The regional consumers have no gas debt and pay for deliveries in advance (as at December 1, 2006 advance payments have accounted for RUR 34.4 mln).
