Moscow, 4 December 2007. The Federal Tariffs Service of Russia (FST) and ZAO "Agency for Power Balance Forecasting" (APBF) have signed an Agreement on Cooperation in the collection, processing and analysis of data needed for the state regulation of the electricity industry. The document was signed by FST Head Sergey Novikov and APBF's Director General Igor Kozhukhovsky.
The Agreement is designed to facilitate preserving the flows of information on the activities of electricity industry participants, both during the final phase of the sector reform and during the post-reform period.
The Agreement provides that the FST and APBF will join forces in producing analytical reports on the sector functioning and tariff regulation. The parties to the Agreement expect to strengthen IT cooperation aimed at developing own information resources and supporting and securing information exchange.
The FST will assist resolving disputes with reporting entities.
ZAO "Agency for Power Balance Forecasting" was registered with the authorities on 4 August 2005. Igor Kozhukhovsky, Head of Economic Policy Department of the Corporate Center of RAO "UES of Russia", is Director General of the Agency. The principal goal of APBF is to create an effective system to forecast operations and development of the electricity industry based on the market principles.
