Moscow. 11 November 2004. RAO "UES of Russia" has created a special commission to investigate the energy supply restrictions imposed by OAO "Tyvaenergo" in the city of Kyzyl on 9-10 November as a measure to address non-payments.
It has been reported that on 10 November, at 1000 local time, energy supply was restricted to six hostels, including a residential house located at 17a Paroturbinnaya ulitsa. The heat supply was not affected and continued as usual.
The building is municipal owned (owner: GUP "PREPzhilye"). The power supply was reduced because of the owner failed to pay the electricity bills several time. The debts owed by GUP "PREPzhilye" in respect of the six buildings in question total RUB7 million, including RUB600,000 on the hostel which suffered from a fire.
At 1700, personnel of OAO "Tyvaenergo" found an authorized connection to the power network made by the hostel staff. The fire broke out at 0010 on 11 November.
RAO "UES of Russia" presents its most sincere condolences to the families and relatives of the people who died or were injured in the fire.
