Moscow, 11 August 2005. By 1 September 2005, the companies of RAO "UES of Russia" will create Commissions to assess the preparedness of the Holding Company's energy enterprises for work during the autumn/winter period of 2005/2006.
In accordance with the Order of the Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais "On assessing the preparedness for work during autumn-winter period", these Commissions are to carry out, by 15 November 2005, comprehensive inspections at all generation and grid companies of RAO "UES of Russia" and their subdivisions, and branches of OAO "UES FGS" and OAO "UES SO-CDA".
The Commissions will comprise inspectors of regional energy technical supervision entities ("Energotekhnadzor"), representatives of the Technical Audit Department and general inspection board of the Corporate Center of RAO "UES of Russia", executive and engineering staff of the energy companies under inspection, representatives of the Business Units of RAO "UES of Russia", OAO "UES SO-CDA", OAO "UES FGC" and their branches, the Federal Service for Environmental, Technological, and Nuclear Supervision, and the Emergencies Ministry of Russia.
By 21 November 2005, the Technical Audit and Generation Inspection Department of the Corporate Center of RAO "UES of Russia" will present to the Company's management a final assessment report on the preparedness of RAO UES entities for the 2005-2006 autumn/winter period. By that time, all entities under inspection are to receive their autumn/winter preparedness certificates. The key condition for obtaining a winter preparedness certificate is availability of the standard inventory of fuels and absence of restrictions on the working capacity for power plants and electricity transmission restrictions during peak load periods. Over the past four years, all companies of RAO "UES of Russia" have been able to obtain winter preparedness certificates in due time and ensured reliable and uninterrupted power supply to consumers throughout the autumn/winter period.
