Moscow, 29 September 2005. Repair crews of OAO "Dalenergo" have fully restored power to customers in the city center of Vladivostok after a blackout caused by a substation failure.

The repair crews found that the substation failure was due to a short circuit in the feeder owned and operated by VPES, a municipal enterprise. As a result, the blackout affected the Vladivostok TV broadcast center, the City Duma, and part of the neighbouring residential area.

The repair crews of OAO "Dalenergo" immediately started switching the consumers to stand-by power sources, and power was restored in 25-30 minutes. The consequences of the outage were eliminated within an hour.
