RAO "UES of Russia", Murmansk Region Government discuss integration of heat generation assets of OAO Kolenergo with assets of region's heating utilities

Moscow, 9 February 2005. Today, the Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais and the Murmansk Region Governor Yuri Yevdokimov discussed the integration of the heat generation assets of OAO Kolenergo with the assets of the region's heating utilities.

In particular, the parties reviewed proposals from the regional administration relating to the development of heat supply in Apatitsky and Kirovsky districts of the region, and the city of Murmansk. These proposals are intended to cut energy generation costs at the Apatitskaya CHPP by increasing the heat supply, which may be achieved by building a heating main linking the power plant with the city of Kirovsk, and to achieve organizational efficiencies and economies through integrating the Murmanskaya CHPP with other energy producers in Murmansk Region.

After discussion, it was decided to establish two working groups including all interested parties. These groups were commissioned to finalize and present, by 1 July 2005, the proposals on optimizing the heat supply in the city of Murmansk and Apatitsky and Kirovsky districts.

After the meeting, the Murmansk Region Governor Yuri Yevdokimov confirmed the previously reached agreement on the reform of the Kolenergo energy system, saying that "the Murmansk Region Government does not object to Kolenergo being merged with TGC-1."

RAO UES CEO Anatoly Chubais noted that the parties' previous agreement in principle on the reform in Kolenergo is being observed by both parties. According to Chubais, the proposals made by the Murmansk Region Government on the integration of heat generation assets of the regional utilities within the framework of this agreement are designed to increase reliability of heating in the city of Murmansk and Apatitsky and Kirovsky districts. These proposals take into account the peculiarities of Murmansk Region, such as the local climate and importance of reliable and efficient heating in the area. The proposals will be thoroughly analysed and, if the projects are found to be feasible, "we will find solutions to that issue within the framework of the sector reform", said Chubais.

Note: The restructuring plan of OAO "Kolenergo" was adopted by the Board of Directors of RAO "UES of Russia" on 24 December 2004. Among other things, the plan provides for the spin-off of Murmanskaya CHPP and Apatitskaya CHPP and Kolskaya Generation Company with the same equity ownership structure as that of OAO "Kolenergo". The spin-off of OAO "Murmanskaya CHPP" and OAO "Apatitskaya CHPP" will help unbundle heat and electricity generation, thus eliminating cross-subsidization and creating [favourable] conditions for investments and/or integration with the region's heat suppliers.

At the meeting of the Board of Directors of RAO "UES of Russia" held 26 November 2004, the Board approved the lease of the generation assets currently owned by OAO "Karelenergogeneratsiya" (which was spun off from OAO "Karelenergo"), OAO "Lenenergo" and OAO "Kolenergo" (except for Murmanskaya CHPP and Apatitskaya CHPP) to OAO "TGC-1".
