October 9, 2008, Moscow. COMSTAR – United TeleSystems (COMSTAR-UTS OJSC, LSE: CMST), a major operator of integrated telecommunications services in Russia and the CIS, was included into the Federal register of bona fide suppliers and was entitled as “Bona fide supplier of the year”.

Register of bona fide suppliers was developed and established by International Center of Investment Consulting (ICIC) in order to improve the transparency of the market and for protection of interests of bona fide suppliers of goods and services. Shortlisting of the register participants is carried out on the base of competitive bidding in terms of evaluation of financial position of companies, compliance with requirements of the RF legislation, capability to perform contracts in a bona fide and guarantee manner.

While appraising suppliers the following factors are taken into consideration: business reputation of company, accurate fulfillment of contractual obligations and number of performed contracts, existence of the correspondent experience in the industry, absence of breaches. A supplier will be included in the Register if it is not included in the Register of mala fide suppliers of government contracts, conscientiously pays all applicable taxes and develops successfully.

Federal register of bona fide suppliers is provided by ICIC to all concerned customers and initiators of competitive biddings as a recommendation for adoption of resolutions following the results of tender evaluation.
