TNS energo Penza, LLC pursues its policy of nonpayments for power transmission services delivered by IDGC of Volga, PJSC (subsidiary of Rosseti, PJSC). As of February 28, its debt totaled 589 M rubles, including over 61 M for December, 2016, and over 528 M for January, 2017. Repeated appeals to TNS energo Penza, LLC concerning nonpayment problem and its reasons proved wholly ineffective. The situation with regular delays in payments is the same as in 2016. Constant violation of payment terms by sales companies throughout 2016 hindered timely fulfillment of the obligations of IDGC of Volga, PJSC to its consumers in the Penza region, partner grid operators, contractors and budgets of different levels. Debts for services of the grid company make it difficult to finance preparations for 2016/2017 autumn and winter season and repair of its power facilities. Moreover, the company has to borrow money to fulfill its obligations for technological connection to electric grids of new consumers in the region provided by the laws of the Russian Federation. As a socially conscious company, IDGC of Volga, PJSC supplies power to the consumers even during funding gap caused by unfair business partners. But in the end this situation will surely affect overall investment climate and energy security of the region. Today, all participants of the energy market of the Penza region, regional authorities and power consumers shall focus their efforts on prevention of further decline in payment discipline and resulting multimillion debts.
