OAO Mosenergo and Alstom hold a kickoff meeting on implementing a general turnkey contract for a new steam-gas power-generating unit at TETs-26

On Thursday, February 1, the General Director of OAO Mosenergo, A.Ya. Kopsov, held a kickoff meeting with Alstom representatives on management of construction of a new PGU-420 power-generating unit at TETs-26. Project Manager Rodrigo Adarraga headed the Alstom delegation.

The master plan of construction, work schedules, operational management, management of contract work, and records management were discussed at the meeting. Preparation of the construction site at TETs-26 for transfer to the general contractor is currently being completed.

A general turnkey contract for steam-gas power-generating unit No. 8 (PGU-420) at TETs-26 was signed by General Director of OAO Mosenergo, A.Ya. Kopsov, and President of Alstom, Patrick Crohn, on December 15, 2006. This contract has no counterparts in the Russian power industry. Its subject is turnkey construction of the most state-of-the-art steam-gas power-generating unit at the Russian power plant carried out by a major foreign company.

The contract cost will be about 300 million euros, and the construction timeframe is 29 months. Commissioning of the power-generating unit is planned in 2009.

Power-generating unit No. 8 at TETs-26 will be the most efficient steam-gas power plant in Russia. The power-generating unit’s equipment included the first 280-MW gas turbine installed at a Russian power plant. The efficiency factor of this latest, fourth-generation power-generating unit will be 59%, which is the best figure in both Russian and foreign heat generation. Fuel economy will be as much as 30% compared with steam equipment.
