Federal consumers' debts to AO MOSENERGO have increased three times since the start of 2003

In January-April 2003, the debts of federal consumers to AO MOSENERGO for electricity and heat have reached 630 mln rubles, which exceeds by almost three times the amount owed to AO MOSENERGO at the start of 2003.

The biggest AO MOSENERGO debtor is still the Ministry of Defense. The debts of these organizations and institutions have grown from the start of the year by 250% and now reached approximately 360 mln rubles. The Ministry of Interior owes AO MOSENERGO 27 mln rubles, the Ministry of Justice – 16 mln rubles.

Every year organizations that are funded from the federal budget receive funds to pay for electricity and heat. These amounts are specified in supplementary agreements with AO MOSENERGO. As of April, many budgetary entities had not used the funds they were allocated. These organizations include the ministries of Defense, Justice, Industry, Science and Technology, Finance as well as the Federal Security Service and others. The payments for consumed electricity and heat are considerably lower than the allocated amount. Thus, AO MOSENERGO has not received from the Ministry of Defense 85 mln rubles out of the amount, which was allocated to the Ministry of Defense to pay for four months consumption. The Federal Security Service has yet to spent 10 mln rubles out of the allocated amount, and the Ministry of Justice – 2.4 mln rubles. In addition, in the January-April period, a number of federal agencies and institutions consumed power above the pre-set limits.

Non-payments resulting from the systematic abuse of payment discipline and irrational use of budgetary funds by these organizations pose an obstacle to the preparation for the winter season.
