June, 15 , 2004 North-West Telecom Board of Directors studied the question about numeral and personal membership of Company's Executive Board.

Looking through materials for the meeting the Board of Directors carried following resolutions:

1.1. To designate the numeral membership of the Company's Executive Board - 12 members.

1.2. To designate the Company's Executive Board in following staff:

• Ilya V. Kravchuk - Deputy General director - Commercial director JSC North-West Telecom
• Oleg A. Semanov - Deputy General director -  Director for Technical policy JSC North-West Telecom

Vladimir Ivanovich Belokaminskiy  - Regoinal director branch "Artelecom Arkhangelsk region" JSC North-West Telecom has belonged to the Executive board for the  first time.

Note:

Belokaminskiy V.I. was born in 1949. In 1971 Graduated from Odesskiy electrotechnical university named after A.S. Popov. Whole 33 years of his work activity he has been devoting to Artelecom Arkhangelsk region. Awards: "Honorable operator" in 1978, "Master of communication" in 1994,  "Honorable telecommunication worker of RF" in 1997.

Married, with 2 daughters.
