Surgutneftegas

June 9, 2003

“Novgorodnefteprodukt”, a subsidiary of Surgutneftegas, is rewarded for the fuel quality

In early June “Novgorodnefteprodukt” Limited, a subsidiary of OJSC “Surgutneftegas”, received a reward (a quality certificate) from the Regional Commission for the high quality of fuel, while Viktor Serebrennikov, Director General of Novgorodnefteprodukt, was decorated with the Gold Medal. The Commission consists of officials and representatives from the administration agencies of the Novgorodskaya Oblast, oversight bodies, social organizations of manufactures and consumers and acts within the framework of the program “Novgorod Quality Priorities”, developed by the non-profit organization “Novgorod Center for Standardizing, Metrology and Certification” and agreed with the Administrative Authority of the Novgorodskaya Oblast. Novgorodnefteprodukt’s main supplier of oil products is “PO “Kirishinefteorgsintez” Limited, a refinery owned by Surgutneftegas, whose products are certificated. Viktor Serebrennikov said that in the last three years there had been neither reclamations nor quality complaints from consumers.

Two laboratories located at Novgorodskaya and Borovichskaya tank farms monitor the quality of oil products manufactured by Novgorodnefteprodukt, the first one being accredited within the GOST certification system due to its compliance with the requirements for the adequacy of laboratories involved in testing and calibration, the second one being accredited by the Novgorod Center for Standardizing and Metrology. The safety of oil products quality is continuously sustained at each stage of the processing chain: from the acceptance of fuel throughout to the sale. Moreover, while fuel is tanked, there is a follow-up analysis confirming whether fuel complies with set standards.

Novgorodnefteprodukt ranks first in the Novgorodskaya Oblast in terms of wholesales volumes. Its clients are industrial enterprises, internal affairs units, municipal undertakings and agro-industrial companies. Novgorodnefteprodukt ranks second in the region in terms of gas retail sales. The Company today is 5 petroleum depots, 3 tank farms, 60 petrol filling and gas filling stations. In 2001-2002, the Company commissioned 7 more filling stations.

The Company traces its roots back to 1902-1904, when the Nobel brothers had built the very first oil stores. One can still see the hand-riveted tanks constructed in those times on the territory of the Novgorodnefteprodukt company. In 1969, Novgorod Regional Division was split off from Glavneftesnab. In 1993, the marketing association Novgorodnefteprodukt became Surgutneftegas’ subsidiary.

Viktor G. Serebrennikov was born in 1953. As a fresh 1976 graduate from the Ufa Oil Institute, he began his career as a mechanic at a pump station in the settlement of Pes’ (Khvoininsky District) and grew to become its master. In November 1984, he was appointed the head of Novgorodnefteprodukt.
